Responsible for the daily execution of the tendering process, reviews and analysis of company
risks associated with each tender, accountable for the collation and submission of the tender
proposals in accordance with client Invitation to Tender (ITT) requirements. Secure a potentially
profitable work stream for the business by ensuring that bids are prepared in a timely manner,
are attractive to our customers, and meet the company's requirements.
JOB SUMMARY (Major functions of the position)
Communicates with other departments to ensure all documentation required is
contained within the tender submission.
Prepares work to be accomplished by gathering information and requirements; setting
priorities.
Prepares construction budget by studying plans; updating specifications; identifying and
projecting costs for each elevation.
Evaluates offers to purchase by costing changes, additions, and site requirements.
Obtains bids from vendors and subcontractors by specifying materials; identifying
qualified subcontractors; negotiating price.
Maintains cost keys and price masters by updating information.
Resolves cost discrepancies by collecting and analyzing information.
Prepares draft tender documents to ensure all systems and components of the tender
are included
Interprets & review system drawings to identify any difference to tender requirements
and raise queries against specification.
Construes and follow company tendering processes and procedures to ensure all
aspects of tenders are met including relevant discipline codes and standards.
Reviews the design outputs for compliance with contractual requirement.
Gathers opinion of the project team and fabrication team on the engineering details to
prepare final controlled documents of tender
Assess the impact due to design changes and revision works due to client instructions.
Ensures the project output meeting to the requirement of codes and specifications.
Would be responsible for the filling of various tenders with all the formalities.
Maintains quality service by following organization standards.
Maintains continuity among corporate, division, and local work teams by documenting
and communicating actions, irregularities, and continuing needs.
Maintains professional and technical knowledge by attending educational workshops;
reviewing professional publications; establishing personal networks; participating in
professional societies.
Contributes to team effort by accomplishing related results as needed.
Assist the Estimating Manager in all matters relating to the financial and contractual
aspects of the project during the full design stages for the project.
Prepare BOQ's and Preamble for all types of Method of Measurement. Also experience
is all types of contract and preparation - remeasure, LS, EPC.
Prepare BOQ as per authority standards and laisse with designer for all inputs
Liaise with the team to ensure prompt submittal and completeness of BOQ and
Estimates are accurate and ensure quality standard are maintained.
Assist in the review, negotiation and preparation of claim settlements with the or client
and the Engineer.
Partake in the auditing (from Drawings and Manual Take Off sheets) and check and
record measurements of completed work from QS/Estimators and provide corrective
actions to the team.
Participate in the evaluation and recommendation of entitlement of Contractors claims
for review and issuance.
Participate in the preparation of all stages estimates with all supporting documentation.
Advise the QS/Estimator's on measurement procedures and calculation of interim and
final quantities.
Evaluate the unit rates for new work items and present to the estimating manager for
review with supporting documents.
Assist in the preparation of variation engineering proposals & reports.
Advice on contractual matters related to financial issues.
Ensure completeness and validity of all contractual requirements.
Participate in all commercial/Estimation presentation and meetings with Client.
Maintain and streamline all cost and quantity records
Evaluate the unit rates for new work items and present to the PM.
Participate in recording the details and monitor the day works recording and process.
Preparation of variation orders.
Participate in the evaluation and recommendation of entitlement of Contractors claims
for review and issuance by the Operations Manager
Advice on contractual matters related to financial issues.
Ensure completeness and validity of all contractual requirements.
Monitor the contractor’s resource allocation.
Preparation of financial statements for monthly report.
Partake in the auditing of payments to Contractors.
Check and record measurements of completed work.
Monitor contracts final cost estimates.
Participate in the preparation of Final Account with all supporting documentation.
Attending the pre-bid meeting & doing site visit.
visit the work order ongoing site visit & prepare one scope of work & accordingly prepare
the BOQ to submit to the client for approval.
Maintains cost database by entering and backing up data
